What is the Federal Bonding Program?

The Federal Bonding Program is a business insurance policy that protects the employer from theft, property damage, or employee dishonesty. The Federal Bonding Program provides Fidelity Bonds that guarantee honesty for hard-to-place job seekers.

Fidelity Bonds are sponsored by the U.S. Department of Labor. In most states the bonds are made available through the state agency responsible for workforce matters. They are provided at NO COST to the employee or employer.

If you are an ex-offender, this bond is given freely to employers to help you get and keep a job.

How do I get Federally Bonded?

Before getting Federally Bonded you must first receive a job offer along with a start date. Your local workforce representative will usually inform the employer, but there are many employers who are not aware of this program, so be sure to inform the employer about the program.

Why is the Federal Bonding Program Important?

A Study from the University of Texas surveyed employer attitudes toward hiring ex-offenders and found that only 12% said they were willing to hire ex-felons. However, 51% said they would hire ex-offenders if they were bonded.

What is the Work Opportunity Tax Credit (WOTC)?

The Work Opportunity Tax Credit (WOTC) is a Federal Tax Credit given to employers who hire individuals from groups that have face significant barriers to employment.  These groups include veterans, ex-felons, high risk youth, Food Stamp recipients, SSI recipients, and TANF recipients.

The maximum tax credit ranges from $1,200 to $9,600, depending on the employee hired.

Who is eligible?

An individual who has been convicted of a felony and has a hiring date that is not more than 1 year after the conviction or release from prison.

Why is WOTC Important?

The Work Opportunity Tax Credit (WOTC) is a program that gives employers a tax incentive to hire ex-felons.  Be sure to inform any potential employers about this program.  There is no limit to the number of new hires who can qualify, and the paperwork required to claim the Work Opportunity Tax Credit (WOTC) is minimal.
